Tiebreaker
A tiebreaker is a function which decides whether or not a cluster quorum condition can be resolved in favor of having quorum or not, when the quorum function had returned QUORUMTIE previously.
This is part of our R2 architecture, and is implemented by a tiebreaker plugin.
